Miller & Chevalier Adds Former DOJ Healthcare Fraud Leader Kevin Lowell as a Member
Washington, DC, October 1, 2026 – Miller & Chevalier Chartered is pleased to announce that Kevin Lowell has joined the firm's Litigation department as a Member. Lowell joins the firm from the U.S. Department of Justice (DOJ), where he most recently served as Deputy Chief of the National Fraud Enforcement Division's Health Care Fraud Section. For more than a decade at the DOJ, he led and supervised complex healthcare fraud investigations, litigation, trials, and corporate enforcement matters involving providers, payors, health technology companies, and life sciences businesses.

At the DOJ, Lowell charged Operation Gold Rush, a $10.6 billion alleged scheme described as the largest healthcare fraud case in DOJ history. He also spearheaded or supervised investigations involving private equity-backed healthcare companies, health technology companies, hospice and home health agencies, laboratory testing companies, behavioral health providers, medical device manufacturers, Medicare Advantage risk adjustment, remote patient monitoring, and chronic care management. His work included close coordination with the U.S. Department of Health and Human Services Office of Inspector General (HHS-OIG), the Centers for Medicare & Medicaid Services (CMS), the Food and Drug Administration (FDA), state Medicaid agencies, health plan special investigation units (SIUs), and other federal and state authorities.

Lowell's practice will emphasize healthcare fraud, False Claims Act (FCA) litigation, Anti-Kickback Statute matters, FDA-related enforcement, internal and government investigations, and white collar defense, drawing on both his government service and his experience as senior in-house counsel at a venture-backed company.
