Julia Herring advises on United States customs and international trade matters, with a focus on customs compliance, enforcement, and recovery. Her work includes assisting with product classifications, country of origin analyses, and valuations of imported merchandise that shape duty liability and compliance outcomes. She has experience representing clients in customs litigation and related enforcement proceedings. 

Julia also focuses on internal investigations and compliance matters. She has worked on multiple cross-border matters and counseled on compliance and enforcement protocols. Julia is fluent in Portuguese and French.

Prior to joining Miller & Chevalier, Julia was an intern at both the U.S. House of Representatives and at the Defense Intelligence Agency. Julia received her J.D. with a concentration in International and Comparative Law from George Washington University Law School, where she also served as a member of the Federal Communications Bar Journal. Julia earned a B.A. in Political Science and History, with a minor in French, from the University of North Carolina at Chapel Hill.
