Christina A. Clark is a seasoned trial lawyer and litigator who focuses her practice on complex, high‑stakes litigation, including white collar defense, national security, and related civil and criminal matters. A recognized prosecutor in some of the most significant cases in the U.S. Department of Justice's (DOJ) National Security Division (NSD), Ms. Clark brings extensive experience trying and litigating matters in federal courts and advising clients facing consequential disputes against both the government and private parties.

Ms. Clark has extensive federal experience, most recently serving as a Trial Attorney in the Counterintelligence and Export Control Section of the DOJ's NSD. In that role, she regularly investigated and prosecuted some of the nation's most sensitive and high-profile national security and counterintelligence matters, including investigations and prosecutions of individuals and corporations for espionage, export control and sanctions violations, and Foreign Agents Registration Act (FARA) violations. As lead trial counsel from the National Security Division, Ms. Clark managed litigation strategy, examined witnesses, and argued complex legal and evidentiary issues before federal courts. Ms. Clark also possesses deep expertise in navigating the complexities of the Classified Information Procedures Act (CIPA), spearheading litigation strategy in multiple complex classified matters, and frequently providing specialized training to federal prosecutors across the country on best practices for classified litigation. 

During her tenure at the DOJ, Ms. Clark also served as a Special United States Attorney in both the Eastern District of Virginia and in the Southern District of New York (SDNY), where she took on front line courtroom roles in multiple federal trials, including jury trials in high profile matters, further cementing her experience as a trial lawyer in demanding court proceedings.

Prior to the DOJ, Ms. Clark served as Associate General Counsel in both the Litigation Division and in the Counterintelligence Mission Center, Office of General Counsel, at the Central Intelligence Agency (CIA), where she handled a wide range of civil and criminal litigation matters and investigations. In those roles, she collaborated closely with federal prosecutors across the country and played a pivotal role in the prosecution of the individual responsible for one of the largest unauthorized disclosure of classified information in CIA history. Ms. Clark also managed the CIA's response to multiple special counsel investigations, advising senior CIA officials on highly sensitive and high-profile matters.

Representative Engagements
  • United States v. Jack Teixeira, No. 1:23-cr-10159-IT. Acted as NSD lead prosecutor in the investigation and prosecution of a U.S. Air National Guardsman responsible for one of the largest disclosures of classified national defense information in U.S. history, resulting in highest recorded sentence pursuant to 18 U.S.C. § 793.
  • United States v. Robert Menendez, et al., No. 1:23-cr-00490.  Acted as Special Assistant U.S. Attorney in the SDNY in the prosecution and trial of former U.S. Senator Robert Menendez on charges including bribery, wire fraud, and acting as a foreign agent while serving as a U.S. government official in the first ever charged 18 U.S.C. § 219 case. 
  • United States v. Mohammad Sadeghi, et al., No. – 24-1737-DLC. Served as NSD lead prosecutor in investigation and charges brought against Iranian national and U.S. person charged with conspiring to export sophisticated electronic components, including parts found in a drone that was used to kill U.S. service members, from the United States to Iran in violation of U.S. export controls and sanctions. 
  • United States v. Jareh Dalke, No. 1:22-cr-00313. Served as NSD lead prosecutor in the investigation and prosecution of a former National Security Agency (NSA) employee charged with attempted espionage for attempting to sell highly classified information to an agent of the Russian Federation in violation of 18 U.S.C. § 794. 
  • United States v. Jin Guanghua, et al., No. 1:23-cr-00091. Prosecuted Chinese national and served as trial counsel in the U.S. District Court for the District of Columbia on charges of conspiracy to commit bank fraud, money laundering, and violations of International Emergency Economic Powers Act (IEEPA) and the North Korea Sanctions Regulations arising from a scheme to illegally ship tobacco to North Korea through China using the U.S. financial system.
  • United States v. Charles McGonigal, No. S1 23 Cr. 16 (JHR). Served as NSD prosecutor in the prosecution of a former Assistant Director in Charge of the Federal Bureau of Investigation's (FBI) New York Counterintelligence Division for conspiracy to violate IEEPA and commit money laundering in connection with providing services to a sanctioned Russian oligarch. 
  • United States v. Joshua Schulte, No.  1:17-cr-00548. As Associate General Counsel at the CIA, led the Agency's litigation strategy and collaboration with the U.S. Attorney's Office for the SDNY in the prosecution of a former CIA officer for espionage and cyber related crimes stemming from one of the largest disclosures of classified information in CIA history.
