Miller & Chevalier Submits Investigative Report to the Organization of American States Concerning Secretary General
On April 17, 2023, Miller & Chevalier submitted its report of investigation into allegations against the Secretary General of the Organization of American States (OAS), Luis Almagro Lemes, to the OAS Permanent Council. The report provides the investigative findings and makes a series of recommendations focused on enhancements to the OAS's current internal policies and procedures based on current international standards on corporate governance, compliance, and ethics.
At a special meeting held on April 21, 2023, the Permanent Council of the OAS approved by consensus Miller & Chevalier's report and recommendations and urged "the Secretary General and all staff members in the Organization to comply with the highest ethical standards associated with their roles." The OAS approved release and publication of the Miller & Chevalier report through Resolution CP/RES 1220.
The OAS retained Miller & Chevalier in December 2022 after a competitive bidding process that the Permanent Council approved through Resolution CP/RES 1210. The firm conducted the independent investigation over a period of approximately three months with full cooperation from OAS staff and other third parties.

Sánchez led the team, which included International Department Vice-Chair and Workplace Culture & Conduct Practice Co-Lead Alejandra Montenegro Almonte and two international law clerks, Argentinean lawyer Francisco Grosso and Chilean lawyer Florencia Fuentealba. Miller & Chevalier presenta informe de investigación sobre el Secretario General ante la Organización de Estados Americanos
El 17 de abril de 2023, Miller & Chevalier entregó al Consejo Permanente de la Organización de Estados Americanos (OEA) su informe de investigación sobre las alegaciones contra el Secretario General, Luis Almagro Lemes. El informe presenta los resultados de la investigación y formula una serie de recomendaciones enfocadas en la actualización de las actuales políticas y procedimientos internos de la OEA a fin de que éstas reflejen las normas internacionales vigentes en materia de gobierno corporativo, cumplimiento (compliance) y ética.
En una sesión especial celebrada el 21 de abril de 2023, el Consejo Permanente de la OEA aprobó por consenso el informe y las recomendaciones hechas por Miller & Chevalier, e instó "al Secretario General y a todos los funcionarios de la Organización a cumplir con los más altos estándares éticos asociados a sus funciones". La OEA aprobó la divulgación y publicación del informe Miller & Chevalier mediante la Resolución CP/RES 1220.
La firma fue contratada por la OEA en diciembre de 2022, luego de un competitivo proceso de licitación aprobado por el Consejo Permanente a través de la Resolución CP/RES 1210.
La investigación independiente de Miller & Chevalier fue conducida a lo largo de un período aproximado de tres meses y contó con la total colaboración del personal de la OEA y de personas externas a la Organización.
