Miller & Chevalier sadly reports that on Friday, June 3, 2016, long-time Tax Member and former firm Chair, Phillip L. Mann, passed away.

Phil joined Miller & Chevalier in 1982 following many years of government service as Chairman of the Commissioner's Advisory Group at the Internal Revenue Service, and as Tax Legislative Counsel and Deputy Tax Legislative Counsel at the U.S. Department of the Treasury. He previously served as President of the American Tax Policy Institute, as Chair of the Section of Taxation of the American Bar Association and as the ABA Tax Section's Division Coordinator for the Large and Mid-Size Business Division of the IRS. Phil was a legend in the Tax bar, and was honored with the ABA Section of Taxation Distinguished Service Award, the Alan B. Levenson Award and -- twice -- the Parker C. Fielder Award for Outstanding Service and Achievement in Oil and Gas Taxation, all of which recognized his significant contributions to the profession over more than five decades.

At Miller & Chevalier he counseled both domestic and foreign-based clients on a broad spectrum of counseling, controversies, legislative and tax policy work with the IRS and Treasury Department. Phil was respected and admired by those who had the privilege of working with him, and was especially well-regarded by his clients for his ability to build life-long friendships with them that extended well beyond business relationships. He was the consummate gentleman, a mentor to young lawyers and a warm and caring person. "For more than three decades, lawyers at Miller & Chevalier had the great honor of working alongside a giant in the Tax bar," said Anthony F. Shelley, Chair of the firm's Executive Committee. "Phil was a preeminent lawyer, a strong leader both inside and outside the firm, a loyal colleague and a cherished friend to his clients and peers. He will be greatly missed by so many."
