Loren Ponds was quoted on proposed regulations to the Base Erosion and Anti-Abuse Tax (BEAT), and how the regulations point towards interpreting the law as consistent with existing treaties, as opposed to an override. Because the U.S. government "went to great lengths to integrate treaty concepts in the proposed regs," said Ponds, who previously served as majority tax counsel to the U.S. House of Representatives Committee on Ways and Means, "[that] would support the conclusion that there is no treaty override because they're trying to read them consistent[ly] with each other."
