Timothy O'Toole was quoted regarding the U.S. Department of Justice's (DOJ's) decision to bring cases over export violations or other national security issues, particularly as it relates to the recent clemency of several men with ties to Iran. Many clients "have a difficult time understanding how they can be governed by U.S. criminal law ... for doing things that are legal in their own country, O'Toole said. "It's a jurisdictional theory that's met with a lot of surprise overseas."
