Washington DC, June 8, 2007 - Miller & Chevalier Chartered today announced that Homer E. Moyer, founder of the firm's International Practice and co-founder of the Central European and Eurasian Law Initiative (CEELI), will lead a formal dedication of the CEELI Institute's newly restored facility, the historic Villa Gröbovka, in Prague on June 8th.

CEELI was co-founded by Moyer in 1990, shortly after the fall of the Berlin Wall, as a pro bono public service project of the American Bar Association (ABA) to advance the rule of law by assisting the law reform process in the aspiring democracies of Central and Eastern Europe and the former Soviet Union. Following a decade of rapid growth and success, the CEELI Institute was founded in 1999 to build on the great works of CEELI.

To date, more than 5,000 American lawyers, judges and legal scholars, as well as distinguished professionals from Canada and Europe, have served without pay as CEELI volunteers and have provided nearly $190 million in pro bono legal services and assistance.

"This dedication marks the culmination of years of tireless effort to establish the CEELI Institute as a premier international organization dedicated to advancing the rule of law," said Moyer. "As a post-graduate educational institution for legal professionals, judges, and law reformers, the Institute will provide a unique focus on concepts and skills training that are integral to effective law reform and functioning rule of law societies."

Unprecedented Legal Volunteerism

The dedication ceremony signifies the completion of the five-year restoration project of Villa Gröbovka, the CEELI Institute's historic facility, and will satisfy the Institute's lease obligations to secure the facility as the Institute's permanent home until the middle of the 21st century.

Prominent guests to participate in the dedication ceremony as speakers include former U.S. Supreme Court Justice Sandra Day O'Connor, who will deliver the keynote address, and President Vaclav Havel of the Czech Republic. Other participants will include the U.S. Ambassador to the Czech Republic, Richard Graber; the presidents of the American Bar Association and the International Bar Association; officials of the Czech Republic; senior judges from the United States, Europe, and Asia; board members; individual and corporate benefactors of the Institute; and representatives of various governmental and non-governmental organizations.

"CEELI volunteer liaisons have provided the most cost effective and creative programs in the world today," said Justice Sandra Day O'Connor. "Such volunteerism should make each of us stand a bit taller and bask in the reflected beneficence of their contributions."

About the CEELI Institute

A unique and versatile educational and training institution focused exclusively on advancing the rule of law, the CEELI Institute serves all of the countries of Central Europe, the former Soviet Union, and beyond. Among those trained at the Institute have been judges from more than 31 countries, including the chief justices of several countries, the Supreme Court of Afghanistan, and 140 Iraqi judges.

The Institute's offerings are diverse. Educational and skills training is available to judges and lawyers, to leaders of professional associations, to government policy makers, and to others committed to law reform. Special training and regional conferences on such subjects as intellectual property, anti-corruption initiatives and human rights are offered. In addition, the Institute's library will become a unique base for scholarship in democratization and law reform.

The work of the CEELI Institute has been made possible through the efforts of major individual and corporate benefactors, and individual judges, lawyers, volunteers, trainers, and many others who have given time and money to support the Institute's pioneering work and renovations to their facilities.

Following the dedication milestone, the Institute will become fully operational and will have the capacity to house up to 50 participants and faculty for intensive training and scholarship on a broad range of issues relating to the rule of law. About Homer Moyer

Mr. Moyer, the founder of Miller & Chevalier's International Department, manages a practice that includes anti-corruption law, international dispute settlement, trade policy, trade litigation, and a range of U.S. and international regulatory regimes that affect international business. Mr. Moyer is a member of the Council on Foreign Relations, Chair of the Institute of International and Comparative Law, a trustee of the Council for Excellence in Government, and a past president of the Washington Council of Lawyers.
