Moyer, Jr. received the 2015 Lifetime Achievement Award from Global Investigations Review (GIR) at an awards ceremony last evening in New York, NY. Alan Crain, Senior Vice President and General Counsel of Baker Hughes, Inc., provided a gracious introduction and presented the award to Mr. Moyer.

Tracing how the FCPA has led to a global framework of anti-corruption law, Mr. Moyer said in his remarks that FCPA lawyers are in many respects "a privileged and fortunate lot" who practice in an area that "blends international law, foreign affairs and public policy with civil, criminal and administrative law." Noting both instances in which government enforcement agencies over-reach, sometimes going beyond their statutory authority, and ways in which private FCPA lawyers sometimes fail to serve their clients' best interests, Mr. Moyer said, "It is perhaps the case that both of us -- enforcement agencies and the private bar -- can do better."

Tipping his hat to his Miller & Chevalier colleagues, Mr. Moyer stated that "having two dozen colleagues who have extensive experience in FCPA investigations and who speak 17 different languages is obviously a great asset from which I have benefited enormously."

In selecting Mr. Moyer, GIR sought "one exceptionally respected and admired individual" and considered several criteria, including the scope of his international practice, his work helping others throughout the duration of his career and his reputation as a thought leader the profession universally respects. Nominations for the Lifetime Achievement Award were not open to public vote and were subject to GIR journalists' research and feedback from top investigations firms worldwide.

The GIR Lifetime Achievement Award marks the third occasion on which Mr. Moyer has been recognized on a global scale for his contributions to the legal community. In 2010, Mr. Moyer received the prestigious American Bar Association (ABA) Founders' Award for his role in the creation of the ABA Central and Eastern European Law Initiative (ABA CEELI), a project described by former Attorney General Janet Reno as "the worthiest pro bono project that American lawyers have ever undertaken."

In 2008, Mr. Moyer received the ABA's Section of International Law Lifetime Achievement Award. Former Supreme Court Justice Sandra Day O'Connor called Mr. Moyer "your generation's pioneer in rule of law reform and its foremost proponent" and praised him for his "vision and leadership" with regard to the creation of CEELI, which, in her words, is "the largest and most effective volunteer program ever mounted by the American legal community."

Mr. Moyer, who served as General Counsel at the Commerce Department during the enactment of the FCPA in 1977 and founded Miller & Chevalier's internationally recognized International department, acted in a number of landmark matters, which have shaped global investigations practices today. Mr. Moyer was counsel in the first FCPA deferred prosecution agreement (DPA) as well as the first DPA that the government agreed to shorten. He also served as one of the first government-approved compliance monitors.
