Miller & Chevalier Hosts Investment Forum on Côte d'Ivoire's 2026-2030 National Development Plan

Washington, DC, April 22, 2026 – Miller & Chevalier hosted "Investing in Côte d'Ivoire: Partnering for the 2026-2030 Development Plan," a high-level investment forum in partnership with the Corporate Council on Africa (CCA) and the Republic of Côte d'Ivoire. The event took place on April 16, 2026, coinciding with the International Monetary Fund (IMF) and World Bank Spring Meetings, bringing together senior government officials, investors, business leaders, and development finance institutions to discuss investment opportunities and strategic partnerships in Côte d'Ivoire.

The forum featured keynote remarks from H.E. Adama Coulibaly, Minister of Economy, Finance, and Budget, and H.E. Souleymane Diarrassouba, Minister of Planning and Development, who presented Côte d'Ivoire's 2026-2030 National Development Plan (PND). Their remarks highlighted the country's strong macroeconomic foundations and outlined the PND's focus on agricultural modernization, digital transformation, and energy.

Participants also heard from the Honorable David L. Fogel, Assistant Secretary for Global Markets and Director General of the U.S. and Foreign Commercial Service at the U.S. Department of Commerce, who reaffirmed the United States' commitment to strengthening two-way trade and deepening strategic partnerships with African countries.

The discussion reinforced Côte d'Ivoire's position as one of Africa's most dynamic and fastest-growing economies, supported by an evolving industrial base and a strong focus on inclusive and sustainable growth. The PND represents an ambitious framework to mobilize investment across priority sectors, including infrastructure, energy, agriculture, and technology.

CCA leaders emphasized their commitment to building on the momentum generated by the forum and to facilitating continued engagement with Côte d'Ivoire in the months ahead, including at the U.S.-Africa Business Summit in Mauritius this July.
