Member Homer E. Moyer, Jr. Receives 2017 Louis B. Sohn Award for Public International Law

Washington, DC, August 14, 2017 – Miller & Chevalier Chartered is pleased to announce that Member Homer E. Moyer, Jr. was honored with the 2017 Louis B. Sohn Award for Public International Law by the American Bar Association (ABA) Section of International Law at the ABA's Annual Meeting. This award is presented to persons who have made distinguished, long-standing contributions to the field of public international law.

In his acceptance remarks, Moyer noted that, "We must always remember that we in the legal profession are the custodians of the rule of law" and that when it is threatened, "it is we lawyers who must be the first responders" to counter that threat.

Throughout his career, Moyer has been at the forefront of international rule of law efforts, whether in his government service, his private practice, or his work with the Bar. He co-founded and led the ABA's Central and Eastern European Law Initiative (CEELI), a project described by late Attorney General Janet Reno as "the worthiest pro bono project that American lawyers have ever undertaken." He led the establishment of the CEELI Institute in Prague, a graduate-level training facility for lawyers and judges.  He served as General Counsel at the Commerce Department during the creation of the Anti-Boycott Regulations and the enactment of the Foreign Corrupt Practices Act (FCPA). He left government service to found Miller & Chevalier's globally recognized International department and has acted in a number of landmark matters in a variety of areas, including export controls, trade remedies and policy, and anti-corruption. He was counsel in the first FCPA deferred prosecution agreement (DPA), as well as the first DPA that the government agreed to shorten. He also served as one of the first government-approved compliance monitors.

This award marks the fifth time Moyer has been recognized for his contributions to the legal community.

  • In 2016, he received the Harry LeRoy Jones Award from the Washington Foreign Law Society (WFLS), which honors a distinguished individual associated with the Washington professional community whose efforts and involvement in the development of international law exemplify the spirit of WFLS founder Harry LeRoy Jones.
  • In 2015, he received the Global Investigations Review (GIR) Lifetime Achievement Award for the scope of his international practice, his work helping others throughout the duration of his career, and his reputation as a thought leader the profession universally respects.
  • In 2010, he received the prestigious ABA Founders' Award for his role in the creation of ABA CEELI.
  • In 2008, he received the ABA's Section of International Law Lifetime Achievement Award.
