Marc Gerson comments on the Administration’s proposal to make permanent the R&D tax credit, as well as speculation that certain provisions applying to taxation of corporations' overseas income and to oil and gas companies are being considered to pay for the plan. "This proposal involves a significant amount of money. These revenue raisers will not be non-controversial loophole-closers," said Gerson. "These will fundamentally change the way that companies are taxed abroad," he said.
