Ambiguities or mistakes in legislation can be addressed through the Joint Committee on Taxation's Bluebook or the technical corrections process as well as through regulations, the panelists said, but the technical corrections process "has broken down given the highly politicized environment," further increasing the pressure on the IRS guidance process.
