George Hani was quoted in Tax Notes regarding his comments during the Administrative Practice Session of the American Bar Association Section of Taxation Meeting on May 6, 2016. Regarding the Internal Revenue Service (IRS) pre-filing agreement (PFA) program, Hani said he viewed programs like PFA and the compliance assurance process as resource savers for the IRS and wondered whether a substantial increase in fees would end up costing the IRS more in the long run. "Really they're long-term resource savers," Hani said. Under those programs, the IRS will "look at something today because it is closer in time to the transaction, the people, the documents. So [it will] be more efficient in examination of the issue rather than waiting three to four years [for it] to come up on audit. The [increased] user fee is going to be a deterrent.... It's going to be a non-starter for some."
