"US Chamber Renews Criticism of IRS 'Outsourcing' Audits to Law Firms"

National Law Journal

George Hani commented on the U.S. Chamber of Commerce's criticism of the Internal Revenue Service's (IRS's) practice of hiring outside law firms to assist on audits. The U.S. Chamber of Commerce, a business lobbying group, sent a letter to Treasury Secretary Steven Mnuchin requesting that the agency's authority to hire outside firms be revoked. The Chamber was concerned that private lawyers hired by the IRS would not adequately safeguard information collected in audits, "but I think it has most to do with the fact that our tax system is different than other enforcement regimes, where the tax system is based on voluntary compliance for the most part," said Hani, who previously served as a Treasury Department lawyer. "You want to have faith in the system. If the IRS is outsourcing its enforcement to others, is that the type of enforcement you want to have in a voluntary compliance system?"
