Matteson Ellis commented on the anti-corruption enforcement environment in Mexico, highlighting its national anti-corruption system as a "monumental development for Mexico, for Latin America and for companies that are doing work in Mexico." Corruption is present in every culture, and a key goal of reform should be to move away from a system where corruption is institutionalized to one where corruption is the exception to the rule, Ellis noted. The adoption of appropriate laws is the first step, but the laws must be implemented effectively and compliance must be embraced by businesses in order to truly effect change.
