Marc Gerson, former majority tax counsel to the U.S. House of Representatives Committee on Ways and Means, commented on the legislative process involved in completing President Biden's infrastructure plan. The bills Democrats have introduced in recent weeks would streamline clean energy incentives and expand the low-income housing credit. Senate Finance Chairman Ron Wyden's (D-OR) has introduced an energy proposal – building on President Biden's energy plan – that would replace a few dozen tax breaks with a technology-neutral tax incentive. Gerson said that Wyden’s bill is an example of something is common when presidents offer policy proposals: A White House proposal is often very high-level, and members will either flesh it out or offer their own version.
