Litigation Member Alex Sarria discusses the Department of Defense's (DoD) decision to replace the Joint Enterprise Defense Infrastructure (JEDI) cloud program with a new multi-cloud, multi-vendor contract approach called Joint Warfighter Cloud Capability (JWCC). The DoD is issuing a presolicitation notice of JWCC, indicating that DoD will only seek proposals from Microsoft and Amazon Web Services (AWS), while also conducting market research to determine if other prospective offerors can meet DoD's requirements. "The decision to initially solicit bids from only Microsoft and AWS for a multiple-award contract signals three things: First, DoD would rather compete this massive requirement than face the political bias allegations that AWS raised in its protest... Second, DoD apparently has concluded that AWS can satisfy its requirements, even though AWS was not selected for award in JEDI... Third, DoD seems to think no other sources can meet its requirements, but it is going to test that conclusion by conducting additional market research. If DoD confirms its original analysis, we could soon see protests by Oracle and other prospective offerors, so stay tuned," Sarria told FCW.
