Lawrence B. Gibbs will be speaking at the Villanova Law Review Symposium. Gibbs will present, as part of a panel, "The IRS’s Efforts to Regulate Unlicensed Tax Return Preparers." Topics of the symposium include the expanded use of whistleblower powers to gather information on tax abuse, the IRS’s plan to expand oversight of tax return preparers, and the role of fairness and deterrence as principles in criminal tax sentencing.
