Washington, DC, February 13, 2013 – Miller & Chevalier today announced that the Tax Council Policy Institute (TCPI) is honoring firm Member Lawrence B. (Larry) Gibbs with its 2013 Pillar of Excellence Award.  This award is given based on Mr. Gibbs' extraordinary contributions to the field of tax law and policy.  It was presented at TCPI's 14th Annual Tax Policy & Practice Symposium, held this week in Washington, DC

"Larry Gibbs has a long and distinguished career as an outstanding leader in tax law, policy, administration and education," said Lynda K. Walker, Esq., Executive Director and General Counsel of TCPI.  "We are honored to present TCPI's Pillar of Excellence Award to Larry for his significant and continuing role in shaping tax policy.  The generosity of his time and spirit are displayed by the numerous contributions he has made to the tax profession.  For all these reasons, he is particularly deserving of this award."

Mr. Gibbs is the fourth recipient of the award, which honors those individuals who consistently go above and beyond what is required of them, proving to be true leaders in their field.  TCPI searches for an outstanding tax professional whose performance and activities help further the knowledge and understanding of the tax community at large.

"Receiving TCPI's Pillar of Excellence Award is a wonderful achievement for Larry, and it is well deserved," said Patricia J. Sweeney, Chair of Miller & Chevalier's Tax Department.  "Larry's contributions to the tax profession over many decades are immeasurable, and he truly exemplifies the criteria set forth by TCPI for receiving the award.  We all congratulate him on this honor."

Qualifications for the Pillar of Excellence Award include playing a key role in tax policy, its impact on the tax business and national economy, participation in knowledge-sharing opportunities and demonstration of the overall understanding of tax policies among professionals, executives and policymakers.

Gibbs served as Commissioner of the Internal Revenue Service from August 1986 to March 1989 and was a recipient of the U.S. Department of the Treasury's Alexander Hamilton Award and the Tax Executives Institute's Distinguished Service Award.  As Commissioner, he was responsible for administering the U.S. federal tax system, including the audits, collection and criminal investigation functions, as well as representing the Internal Revenue Service before the Administration, U.S. Congress, international tax officials, state tax authorities, the media and the public.

At Miller & Chevalier, he has a general tax practice in which he counsels large corporations and other businesses on how to solve their domestic and international tax problems, including those involving planning, compliance and controversy matters, administrative and legislative matters and litigation.  He holds an LL.B. from the University of Texas Law School (1963) and a B.A. from Yale University (1960).
