Washington, DC, June 10, 2010 – Miller & Chevalier Chartered today announced that Homer E. Moyer Jr. has been selected as a recipient of the 2010 Chambers USA Outstanding Contribution to the Legal Profession Award.

The annual awards honor outstanding lawyers and law firms across the U.S. and recognize both preeminence in key practice areas and achievements over the last 12 months, including notable work, strategic growth, excellence in client service, and contribution to the legal profession.

As background for the award, Moyer was described as: "one of the foremost authorities on the Foreign Corrupt Practices Act. At a time when DOJ and SEC scrutiny of alleged FCPA violations has never been greater, this 'dean of the Bar' is in demand by major international corporations for compliance advice and representation in investigations. He is famous in trade circles, with market commentators reporting: 'His ability to organize and execute a strategy is beyond compare.'"

Following distinguished service as a Navy JAG officer and a stint with a public interest organization where he produced the first treatise on military law since the 1890s, Moyer served in government as Deputy General Counsel, Counselor to the Secretary, and General Counsel of the Department of Commerce. He was a political appointee in both Democratic and Republican Administrations. At Commerce, he was immersed in the new anti-boycott law, the new Foreign Corrupt Practices Act, the U.S. embargo of the Moscow Olympics, and the opening of trade relations with China; launched innovative books on corporate social responsibility; and helped manage a major reorganization of U.S. government trade functions.

Leaving government, Moyer envisioned and founded what was at that time novel -- an integrated international trade practice spanning imports and exports, trade remedies, trade regulation, and trade disputes. This concept grew to become Miller & Chevalier's preeminent International Department.

Over his private practice career, Moyer has been a leading practitioner in multiple areas of international law. Early on, Moyer specialized in export controls and anti-boycott law, co-authoring a book, Export Controls as Instruments of Foreign Policy. As Miller & Chevalier's practice grew, Moyer litigated cases that were among the leading trade disputes of that time. He was also closely involved in the development of the FTA with Canada, which later became NAFTA, and successfully argued several of the first disputes before NAFTA bilateral dispute settlement panels.

Over the last 15 years, Moyer has come to be recognized as an authority on the FCPA and international anti-corruption law, which is now the principal focus of his work. Moyer was among the first practitioners to recognize the growing importance of global anti-corruption regulation and the need for specialized expertise to guide companies in this complex area. He has been immersed in all aspects of anti-corruption law -- internal investigations, government investigations, voluntary disclosures, compliance, litigation, arbitration, and opinions. Under Homer's leadership, Miller & Chevalier's FCPA practice has continued as one of the premier practices in the U.S. and the international marketplace.

Moyer served as one of the first government-approved Independent Compliance Consultants. He is a frequent author and speaker on anti-corruption topics and has chaired more than 30 conferences on the FCPA and international anti-corruption conventions in the United States and Europe. He currently chairs the International Bar Association Anti-Corruption Committee. In addition, Moyer has been significantly involved as the contributing editor and author of a publication considered to be a "go to" resource in the international corruption area: Getting the Deal Through: Anti-Corruption Regulation. The fourth edition of the publication was released in April 2010 and features chapters on anti-corruption regulation in more than 45 countries. He has represented clients before numerous international and specialized tribunals and before all levels of federal courts, including the Supreme Court.

Moyer has also developed and guided extraordinary pro bono projects that have been hailed for their global impact. In 1990, shortly after the fall of the Berlin wall, he co-founded the ABA's Central European and Eurasian Law Initiative (CEELI) to assist former Soviet bloc countries to establish the rule of law. CEELI became the largest pro bono project in the history of the ABA and has now become the ABA's global Rule of Law Initiative. For the past two decades, he has continued to champion the initiative, which was described by former Attorney General Janet Reno as "the worthiest pro bono project that American lawyers have ever undertaken." Following a decade of rapid growth and success of CEELI, Moyer led the creation of the CEELI Institute, a unique and versatile post-graduate educational and training institution focused exclusively on advancing the rule of law. When presented with the ABA Section of International Law 2008 Lifetime Achievement Award, Supreme Court Justice Sandra Day O'Connor (Ret.) described Moyer as "your generation's pioneer in rule of law reform and its foremost proponent."

Moyer holds a B.A. from Emory University and an L.L.B. from Yale Law School.

Moyer will receive the award this evening at the Chambers USA Awards for Excellence ceremony in New York.
