Washington, DC, September 9, 2008 - Miller & Chevalier Chartered today announced that Homer E. Moyer, Jr., founder of the firm's International Law Department, received the 2008 ABA Section of International Law Lifetime Achievement Award at the Section's Anniversary Dinner on August 9.

The ABA Section of International Law periodically honors an individual for extraordinary service to the practice of law over the course of his career. As a former Section Chair and co-founder of ABA's Central European and Eurasian Law Initiative (CEELI), Moyer was presented the Lifetime Achievement Award in recognition of his many years of dedication to the practice and advancement of international law. Former Supreme Court Justice Sandra Day O'Connor called Moyer "your generation's pioneer in rule of law reform and its foremost proponent" and praised him for his "vision and leadership" with regard to the creation of CEELI, which, in her words, is "the largest and most effective volunteer program ever mounted by the American legal community."

Mr. Moyer founded Miller & Chevalier's International Department and has a diverse international and litigation practice. In the area of FCPA and international anti-corruption, a particular focus of his practice, he has represented clients in scores of matters and investigations throughout the world, chaired more than 20 conferences on the FCPA and international anti-corruption conventions, and served as the Securities and Exchange Commission-approved Independent Compliance Consultant. He is the editor of Getting the Deal Through: Anti-Corruption Regulation (2007 and 2008 editions). Mr. Moyer has been Chair of the IBA's Anti-Corruption Committee since 2007.

Mr. Moyer's experience in export controls and international sanctions dates from when he was General Counsel of the U.S. Department of Commerce. He has counseled clients on numerous issues of first impression, served as an expert witness, and co-authored the book Export Controls as Instruments of Foreign Policy. When in government, he co-authored the Anti-Boycott regulations of the Export Administration Act.

Mr. Moyer has represented governments or private clients in connection with World Trade Organization (WTO) panels and Appellate Body disputes, free trade negotiations, and disputes before bi-national panels and "Extraordinary Challenge" tribunals under the North American Free Trade Agreement and Canadian Free Trade Agreement. Mr. Moyer has been counsel in landmark anti-dumping and countervailing duty cases, in trade and investment disputes, and in federal court cases involving issues of international law. He has represented clients before all levels of federal courts, including the U.S. Supreme Court.

A political appointee in both Democratic and Republican administrations, Mr. Moyer served as General Counsel (1980-81) and Counselor to the Secretary (1979) of the U.S. Department of Commerce. Before government, he wrote Justice and the Military, a treatise on military law and served in the Office of the Judge Advocate General of the Navy, with collateral duty at the White House. Mr. Moyer, a past chair of the American Bar Association's Section of International Law, co-founded the ABA's Central European and Eurasian Law Initiative (CEELI) in 1990 and founded the CEELI Institute in Prague in 1999 to build on its great works.

Mr. Moyer has been ranked and recognized in various publications, including Chambers, Guide to the World's Best International Trade Lawyers and Who's Who Legal: Trade & Customs, for his accomplishments in the area of international trade. In addition, he is a recipient of various rule of law awards. Mr. Moyer is a member of the Council on Foreign Relations and has served on the Boards of Trustees of the Center for American and International Law and the Council for Excellence in Government. He is also the author of the best-selling book, The R.A.T. (Real-World Aptitude Test): Preparing Yourself for Leaving Home (2001).
