Michael Desmond Quoted on Treasury's Implementation Strategy for OBBBA in Tax Notes

Michael Desmond, former IRS Chief Counsel, spoke to Tax Notes about how the U.S. Department of the Treasury is expected to handle implementation of the One Big Beautiful Bill Act (OBBBA). Despite concerns over staffing reductions and procedural hurdles, Desmond emphasized Treasury's readiness. "I am sure the Treasury and the IRS have already been thinking for many months on how to implement" the new provisions, he said. Desmond added, "Notices can be issued fairly quickly; we saw that with the [Tax Cuts and Jobs Act] and the Inflation Reduction Act." He also pointed to previous coordination frameworks. "There is a long-standing model in those two pieces of legislation of making a coordinated effort between Treasury, the IRS, and the IRS Chief Counsel" to prioritize guidance.
