Matteson Ellis commented on corruption risks when participating in public procurement processes. Procurement processes vary widely by country and within countries and have inherent corruption risks. "Different government bodies have differing ways of procuring goods and services," Ellis said. Many countries require transparency during the bidding process, however this does not eliminate risk. There are often large sums of public money involved, he said, and in these processes, often "government officials have a lot of discretion and leeway. No matter how many rules there are, at the end of the day, there are individuals making decisions about goods and services."
