Draft legislation is expected soon after Congress clears the Senate's budget resolution, but means of raising revenue to fund tax cuts are still under debate. "Whatever comes out I think people are going to be pouring through because I think in addition to what the highlights are, they're going to really need to understand the details," Gerson said.
