Larry Gibbs was quoted regarding the recent U.S. Court of Appeals for the District of Columbia Circuit decision in Loving v. IRS. The case, filed by independent tax return preparers, contends that new Internal Revenue Service (IRS) regulations that require preparers to take a certification exam, pay annual fees and take continuing education courses, exceeds IRS authority. The U.S. Court of Appeals for the District of Columbia Circuit upheld the district court's decision in favor of the tax return preparers. "It's a clear loss for the IRS, and for some taxpayers, it's a tremendous loss," Gibbs said.
