Larry Gibbs, a former IRS Commissioner, was quoted on Mortimer Caplin's legacy in the tax community, following his July 15 death at the age of 103. "Mort was a force for good in all things tax," Gibbs said. "His death will leave a void in the federal tax area that will be difficult to fill." Gibbs noted Caplin's tenure followed "the so-called Truman scandals" at the IRS, and Caplin led a push to show a new face at the IRS to the public. "Although these programs have grown and changed at the IRS in the last 55 years since Mort left the IRS, they remain the three pillars of tax administration that continue today at the IRS," he said.
