Jorge Castro, former Counselor to the IRS Commissioner and former Congressional tax counsel, discussed the future of the clean energy tax incentives implemented as part of the Inflation Reduction Act (IRA), a key policy priority for President Biden. The IRA is expected to be a repeal target for President Trump should he win the White House in November. Castro noted that private and public sector investments in districts and states that Republicans represent would make those lawmakers more likely to oppose the wholesale repeal of energy provisions in the IRA. If a significant group of Congressional Republicans were to push for keeping a particular IRA provision, it would make it very hard for the provision to be repealed, Castro acknowledged. "They're likely to be heard," he said.
