The Internal Revenue Service (IRS) commissioner had warned that such a freeze would hurt the agency's ability to help taxpayers in the upcoming season; the agency is struggling following budget cuts and attrition problems over the past several years. While the executive order "started with a very broad stroke," it is possible the Trump administration could create some sort of exception for the IRS, such as allowing it to make seasonal hires to help during filing season, Gadwood said.
