Washington DC, October 13, 2010 – Miller & Chevalier Chartered today announced that Homer E. Moyer Jr. has been selected as a recipient of the Founders' Award from the American Bar Association Rule of Law Initiative (ABA ROLI) for his significant role in the creation of the ABA Central and Eastern European Law Initiative (ABA CEELI).

ABA CEELI was co-founded by Moyer in 1990, shortly after the fall of the Berlin Wall, as a pro bono public service project of the American Bar Association to advance the rule of law by assisting the law reform process in the aspiring democracies of Central and Eastern Europe and the former Soviet Union. For the past two decades, he has continued to champion the initiative, which was described by former Attorney General Janet Reno as "the worthiest pro bono project that American lawyers have ever undertaken."

Following a decade of rapid growth and success of ABA CEELI, Homer led the creation of the CEELI Institute, a unique and versatile post-graduate educational and training institution focused exclusively on advancing the rule of law. When presented with the ABA Section of International Law 2008 Lifetime Achievement Award, Supreme Court Justice Sandra Day O'Connor (Ret.) described Homer as "your generation's pioneer in rule of law reform and its foremost proponent." To date, more than 5,000 American lawyers, judges and legal scholars, as well as distinguished professionals from Canada and Europe, have served without pay as CEELI volunteers and have provided nearly $190 million in pro bono legal services and assistance.

ABA ROLI is a mission-driven, non-profit program grounded in the belief that rule of law promotion is the most effective long-term antidote to the most pressing problems facing the world today, including poverty, conflict, endemic corruption, and disregard for human rights. The ABA established the program in 2007 to consolidate its five overseas rule of law programs, including CEELI. Today, ABA ROLI implements legal reform programs in more than 40 countries in Africa, Asia, Europe and Eurasia, Latin America and the Caribbean, and the Middle East.

Moyer will be presented the Founders' Award alongside the co-founder of ABA CEELI, "Sandy" D' Alembarte, during a gala dinner Thursday, October 14 at the Mayflower Renaissance Hotel in Washington, DC The gala will celebrate ABA ROLI's 20 years of rule of law programming around the world.

About Homer Moyer

Moyer, the founder of Miller & Chevalier's International Department, has been a leading practitioner in multiple areas of international law. Early on, he focused on export controls and anti-boycott law, co-authoring a book, Export Controls as Instruments of Foreign Policy. As Miller & Chevalier's practice grew, Homer litigated cases that were among the leading trade disputes of that time. He was also closely involved in the development of the FTA with Canada, which later became NAFTA, and successfully argued several of the first disputes before NAFTA bilateral dispute settlement panels.

Over the last 15 years, Moyer has come to be recognized as a leading authority on the FCPA and international anti-corruption law, which is now the principal focus of his work. Moyer was among the first practitioners to recognize the growing importance of global anti-corruption regulation and the need for specialized expertise to guide companies in this complex area. He has been immersed in all aspects of anti-corruption law -- internal investigations, government investigations, voluntary disclosures, compliance, litigation, arbitration, and opinions. Under Homer's leadership, Miller & Chevalier's FCPA practice has continued as one of the premier practices in the U.S. and the international marketplace. Moyer is ranked as a leading FCPA lawyer by both Chambers USA and Chambers Global, and was recently selected as a recipient of the 2010 Chambers USA Outstanding Contribution to the Legal Profession Award.

Moyer served as one of the first government-approved Independent Compliance Consultants. He is a frequent author and speaker on anti-corruption topics and has chaired more than 30 conferences on the FCPA and international anti-corruption conventions in the United States and Europe. He currently chairs the International Bar Association Anti-Corruption Committee. In addition, Moyer has been significantly involved as the contributing editor and author of a publication considered a "go to" resource in the international corruption area: Getting the Deal Through: Anti-Corruption Regulation. The fourth edition of the publication was released in April 2010 and features chapters on anti-corruption regulation in more than 45 countries. He has represented clients before numerous international and specialized tribunals and before all levels of federal courts, including the Supreme Court.

Prior to joining Miller & Chevalier, Moyer was General Counsel of the U.S. Department of Commerce. A political appointee in both Democratic and Republican administrations, he also served as Counselor to the Secretary and Deputy General Counsel of the Department.

Moyer is a member of the Council on Foreign Relations, Chair of the Institute of International and Comparative Law, a trustee of the Council for Excellence in Government, and a past president of the Washington Council of Lawyers.

Moyer holds a B.A. from Emory University and an LL.B. from Yale Law School.
