Homer Moyer commented on the Trump administration's plan to update the North American Free Trade Agreement (NAFTA), specifically the plan to remove Chapter 19,  which sets up a separate bilateral dispute settlement process for companies to challenge anti-dumping and countervailing duty decisions made by the U.S., Canadian, or Mexican governments. "I would be quite surprised if Canada were willing to eliminate Chapter 19," Moyer said. "Given the importance it had to Canada when it was first negotiated, it would be a very large step and change of mind to agree to the elimination of Chapter 19."
