George Hani commented on the Internal Revenue Service's (IRS's) announcement of the reorganization of its Large Business and International Division (LB&I), which it said will move the agency away from placing large multinational companies under continuous audit by a rolling team of examiners and will instead target areas for examination based on compliance risk. Without firm audit guidelines in place, the agency may be trying to give its agents wide leeway in how they conduct their audits of large businesses, Hani said. "I think it's still very vague, perhaps intentionally so," he said. "I think that what may be happening is the guidance is vague and broadly principled, with the expectation that it's going to be giving agents broad flexibility to operate as needed."
