"Self-Interest May Rule Reorg Comments: Former IRS Officials"

Bloomberg BNA Daily Tax Report

George Hani commented on the challenges that would be involved in an Internal Revenue Service (IRS) reorganization. President Trump released an executive order on March 13. The order directs the Office of Management and Budget (OMB) to submit plans to reorganize all executive branch departments and agencies and to solicit public comments regarding which agency functions would be better provided by the private sector. The IRS "is seemingly in an endless reorganization process," and may not be a target of this executive order, said Hani, a former IRS official. The agency's tight budget may make it challenging for the IRS to meet the expectations of the executive order. "I think this is a distraction in an environment where they have limited resources and aren't able to effectively deliver on what are the core goals, which are closing audits, issuing guidance, providing services and things of that nature," he said. "Their resource constraint is affecting their ability to do that and now we're going to have an even greater distraction while people get together and contemplate how they can be reorganized."
