Jorge Castro commented on a potential delay to tax refunds in the wake of Internal Revenue Service (IRS) employees returning to work following the partial government shutdown. "Just because you reopen the government, doesn't mean that on Day 1 everything is normal," said Castro, who previously served as Counselor to the IRS Commissioner and on the staff of members of both the Senate Committee on Finance and the House Committee on Ways and Means. "There's still a backlog. The IRS has not been at full capacity in its operations for over a month."
