Jorge Castro commented on the 2019 congressional agenda and how both infrastructure and middle-class tax relief could receive bipartisan support. "[T]here could be some alignment in the politics," said Castro, a former counselor to the IRS Commissioner and former congressional Tax Counsel. Still, passing legislation won't be easy given the current partial government shutdown and the 2020 presidential election, which could delay action. "The presidential campaign is going to be the primary, overarching factor that's going to determine the likelihood that anything can be passed next year," he said.
