Homer Moyer will moderate the International Bar Association and the Sandra Day O'Connor Institute's virtual Rule of Law Town Hall, "The Rule of Law and Global Pandemics," on September 30, 2020. This Town Hall will consider issues such as the adequacy of existing international law and comity in fighting pandemics, the scope and limits of governmental powers, weighing evolving science and scientific unknowns, and whether and how the rule of law helps to identify and contain a global pandemic.
