Larry Gibbs discusses the failure of many people to pay taxes on income not reported on tax documents such as a W-2 or 1099. Furthermore, the number of IRS agents who perform field audits, which could find unreported cash income, has fallen. "The IRS doesn't have the resources now to do anything besides document matching for the bulk of the population," observes Gibbs, a former IRS commissioner.
