Former Internal Revenue Service (IRS) Commissioner Larry Gibbs was quoted regarding Treasury Secretary Steven Mnuchin's request for $397 million in additional funding for the IRS. The funds would be used to hire staff, improve service, and boost technology as the agency works to implement the Tax Cuts & Jobs Act. The agency is under enormous pressure because of constant cuts to the budget and substantial reduction in its workforce, said Gibbs, who lead the IRS during the last period of significant tax reform in the Reagan administration. "The magnitude of the work by the IRS workforce that will be required to enable the IRS to properly implement the major tax reform changes passed late last year necessitate the hiring of significant additional IRS personnel," he said, adding that many taxpayers and their advisers believe it would be absurd to pass a tax reform law and then not give the IRS enough resources to implement it.
