Loren Ponds was quoted regarding recent proposals released by the Organization for Economic Cooperation and Development (OECD) that aim to ensure companies are paying digital taxes in the correct jurisdictions, and how the proposals might need to be revised to address the allocation of losses in order to capture risk in situations where companies enter and invest in a new market. "You've got to allocate the losses in the years you're not earning anything—forget a residual," said Ponds, who previously served as Tax Counsel to the U.S. House of Representatives Committee on Ways and Means. "Over time, it seems like it would be smoothed out so that risk is spread out among all the players."
