Welles Orr was quoted on trade tensions with China that could delay ratification of the U.S.-Mexico-Canada Agreement (USMCA), also called new NAFTA, until after the 2020 elections. The escalating rhetoric in the U.S.-China tariff battle makes USMCA ratification complicated. "The administration has a bandwidth issue because they are tied up on China," said Orr, predicting, "these next six weeks will be critical." Should the president make good on his threat to hit cars with new national security tariffs that would apply to the EU, China, Japan, and other countries, Orr said, "that would put a full dead stop to USMCA."
