Larry Gibbs was quoted regarding the challenges facing IRS Commissioner nominee Charles Rettig, including the agency's strained relationship with some legislators. "How much of Rettig's tenure is going to be taken up with political infighting of one sort or another?" asked Gibbs, who served as IRS Commissioner from 1986-89. Extreme partisanship, as well as looming budget deficit pressures, appear to have made most congressional action nigh impossible, and "I don't see how it's going to get any better," he said.
