Former Internal Revenue Service (IRS) Commissioner Larry Gibbs was quoted regarding the agency's approach to withholding following the passage of the federal tax reform law. The apolitical IRS is under pressure to reduce withholding so taxpayers can see increases in the 2018 take-home pay, but that approach would result in low or no tax refunds for some taxpayers in 2019. "This is not something you want to fool the American taxpayer about — you don't want to have them feeling good because they're getting a big bump in take-home pay only to be surprised next year," Gibbs said. "People ought to be able to understand what is being withheld from their paycheck and what that means — not just in terms of a bump in take-home pay, but also whether they're still going to get a refund."
