Larry Gibbs commented on the ongoing effect of vacancies at the Internal Revenue Service (IRS) and the U.S. Tax Court. The IRS chief counsel should play a top role in implementing the 2017 tax overhaul, said Gibbs, a former IRS commissioner. There is a need for many "important new regulations" and "a confirmed Chief Counsel could and would help to expedite that process."
