Barbara Linney Quoted on Bills to Expand CFIUS Powers in CQ News
"House, Senate Panels Easily Back Bills to Review Business Deals"
Barbara Linney was quoted regarding bills approved by House and Senate committees that would broaden the authority of the Committee on Foreign Investment in the United States (CFIUS) to review cross-border business deals for national security risks. The House bill, approved by the Financial Services Committee, incorporates provisions from a committee-approved proposal by Foreign Affairs Chairman Ed Royce that would repeal the Export Administration Act and replace it with new export control legislation. While the provisions from the Royce bill did not seem controversial, "attempting to marry enactment of new export control legislation — a task that has been pending with Congress for nearly 20 years — with CFIUS reform" could slow down efforts to cut a bicameral deal on the legislation, Linney said.
