John E. Davis, the Chair of the International Department and a member of the Firm's Executive Committee, focuses his practice on international regulatory compliance and enforcement issues.   He has a decade of experience in advising both U.S. and non-U.S. clients on addressing corruption issues around the world.  This advice has included compliance with the Foreign Corrupt Practice Act (FCPA) and related laws and international treaties (including the OECD, OAS, and UN treaties), internal investigations related to potential FCPA violations, disclosures to the Securities and Exchange Commission and Department of Justice, and representation in civil and criminal enforcement proceedings.  Mr. Davis is a frequent speaker and trainer on FCPA issues and has written various articles on FCPA compliance, including (with Lucinda A. Low) The FCPA in Investment Transactions:  The Next Generation of Issues, in Foreign Corrupt Practices Act (Business Laws, Inc., 2005).

Mr. Davis has worked extensively with clients in developing and implementing internal compliance programs, conducting due diligence on third parties, assessing compliance risks in merger/acquisition contexts, and auditing compliance processes.  In addition to anti-corruption counseling, Mr. Davis focuses his practice on a range of issues relating to structuring and regulating international trade and investment transactions, including compliance with U.S. export controls, the application of U.S. and multilateral sanctions, the negotiation of joint ventures, and other agreements.  Mr. Davis also has extensive experience in trade policy and trade litigation issues.

Mr. Davis graduated from the University of Virginia School of Law, where he was Research and Projects Editor of the Virginia Journal of International Law.  While there, he assisted Professor Richard Lillich in the preparation of the second edition of International Human Rights: Problems of Law, Policy and Practice (1991).  He received his Bachelor of Arts degree, cum laude , from the University of Virginia. Prior to attending law school, Mr. Davis was with the Washington, D.C., office of Fulbright & Jaworski, where he specialized in banking and international transactions issues.
