Mary W. Prosser

Mary Prosser practices in the area of federal income taxation with a focus on tax controversy matters, including Internal Revenue Service (IRS) audits and administrative appeals and tax litigation. Ms. Prosser’s substantive tax work involves a broad range of federal tax issues, and she has significant experience in the area of tax-exempt organizations, including unrelated business income tax, and charitable contribution deductions.

Ms. Prosser has also assisted taxpayers in securing private letter rulings from the IRS National Office as well as counseled taxpayers with respect to international tax issues, including the negotiation of Advance Pricing Agreements with the IRS and the resolution of disputes through the Competent Authority or MAP process.

While at the University of Houston Law Center, Ms. Prosser served as an Articles Editor for the Houston Law Review and was published for her article, "Putting the Public's Trust Back in Zoning:  How the Implementation of the Public Trust Doctrine Will Benefit Land Use Regulation," 43 Hous. L. Rev . 1211 (2006).
