October 2015Adam Braskich's comments in The Baltimore Sun were featured in a report released by the Center for American Progress titled "Toward Trust -- Grassroots Recommendations for Police Reform in Baltimore." Braskich, a former Baltimore police officer, recalled a constant pressure to clear people from street corners, which led officers to resort to creative measures such as arresting citizens for loitering, disorderly conduct and trespassing, even though the legal elements of those crimes were not always present. In addition, he said, officers felt pressure to "generate stat[istic]s" by conducting stops and making arrests,"especially in poor, high-crime neighborhoods."
