The policy is a "good first step in combating the sorry history of widespread abuse of civil forfeiture laws. The new policy retains the extremely modest standard of probable cause to believe a crime has occurred before pursuing forfeiture proceedings," Pollack said. "Hopefully, the Department of Justice understands the hardship caused when innocent people are deprived of their assets, even temporarily, and the department in the execution of the new policy will maintain a higher level of vigilance than has been exercised in the past."
