02.19.15Andrew Herman was quoted regarding the applicability of House ethics rules to private aircraft travel and whether Rep. Aaron Schock, R-Ill. violated those rules. Herman said the critical question in Schock's case would be: "Did you talk to anybody from the Ethics Committee or anywhere else before you did it?" While the prohibition on private flights is written "in bold letters" in the House ethics manual, Herman said Schock may be able to claim loopholes for some of the flights. But "any reasonably prudent member (of Congress) is going to say 'I need to talk to somebody about spending taxpayer money on non-commercial flights,'" he added.
