While there exists some debate from lawmakers, the sanctions do not actually require presidential action except on the trade of arms, some experts said. According to Christensen, it reflects the debate between Congress and the president over how to implement sanctions. "There are some members of Congress that would like to force more sanctions, and there are others that would like to leave the detail with respect to implementing sanctions to the president," he said.
